Dover is a city in and the county seat of Kent County in the state of Delaware. It is located on the St. Jones River in the Delaware River coastal plain. It is also the principal city of the Dover, Delaware Metropolitan Statistical Area which encompasses all of Kent County. Dover is the capital city of Delaware and is named after a city of the same name in England.

William Penn was the Proprietor of the area labelled the "Lower Counties on the Delaware." He founded Dover in 1683 as the court town for Kent County. Due to the town’s central location and relative safe distance from raiders on the Delaware River the city of Dover became the capital of Delaware in 1777. The city's central square, The Green, was the location of many patriotic events and remains the heart of Dover's historic district today. The Delaware Supreme Court and the Kent County Courthouse reside here. Today Dover is one of the fast-growing areas in the State of Delaware. Dover’s major employer is the Kent County government. Other significant employers include Dover Air Force Base, Kraft Foods and Procter & Gamble. A large portion of the state's bureaucracy is located in and around Dover.

Delaware is well known for having tax-free shopping and thousands of visitors from neighbouring states visit Delaware each year to make purchases. Shops throughout Downtown Dover and national chains at the Dover Mall cater to most retail needs from school clothes to a new car.

NASCAR stock car races are held at Dover International Speedway across two weekends a year increasing the population dramatically with more than 100,000 visitors and temporarily making Dover the state's largest city. Combined with Dover’s slot machine gambling, NASCAR contributes millions of dollars to Dover's economy. Within Dover International Speedway is Dover Downs, a harness horse racing track.

The Schwartz Center for the Arts is a very popular tourist attraction in Dover. It is a home for the performing arts, educational activities and entertainment offering ballet and music by the Dover Symphony Orchestra. Other attractions in Dover include the Sewell C. Biggs Museum of American Art, Biggs Museum and Silver Lake. Festivals include the 4th of July fireworks, Art Festivals, Christmas Carolling on the Green, St. Patricks Day and the African American Festival.
